"The Committee proceeded to the consideration of matters related to Committee business.

Nicole Demers moved, — That the Standing Committee on Health ask the Minister of Health not to make a decision regarding the sale and licensing of silicone gel breast implants in Canada until the Committee has received convincing evidence of the safety of the implants for women.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

Nicole Demers moved, — Whereas:

The Standing Committee on Health learned from Vivian Ellis of the Canada Public Health Agency, at the meeting of October 27, 2005, that the epidemiological study begun in 1996 on silicone breast implants had been completed and that it was to be published in a medical journal in November.

The Committee requested this study on November 21, 2005, and has not received anything in five months.

It is proposed that the Standing Committee on Health once again request a copy of this study and of the medical journal in which the study was to be published, within 15 days.

After debate, the question was put on the motion and it was agreed to.

Nicole Demers moved, — That the Standing Committee on Health call upon Health Canada and the former Chairman of the Scientific Advisory Panel, Dr. Georges Wells, to appear before the Standing Committee on Health, to provide an update on silicone breast implants; and that, following the publication of a new study entitled "Decisions in the Dark" by the National Research Center for Women and Families, and further to the criminal investigation of Mentor; the Standing Committee on Health also call Diana Zuckerman, President of the National Research Center for Women and Families, to appear before the Committee to provide members with the latest information on the events in the United States involving Mentor and Inamed.

After debate, the question was put on the motion and it was agreed to.

At 12:59 p.m., the Committee adjourned to the call of the Chair."

Le Comité entreprend l'examen de questions relatives aux travaux du Comité.

Nicole Demers propose, — Que le Comité permanent de la Santé demande au ministre de la Santé de ne pas prendre de décision au sujet de la vente et de la délivrance de permis pour les implants mammaires remplis au gel de silicone, au Canada, tant que le Comité n’aura pas eu en main toutes les preuves que ces implants sont sécuritaires pour la santé des femmes.

Après débat, la motion est mise aux voix et adoptée, par un vote à main levée :

Nicole Demers propose, — Attendu que :

Le Comité permanent de la santé a appris par Madame Vivian Ellis de l’Agence de santé publique du Canada, à la réunion du 27 octobre 2005, que l’étude épidémiologique, débutée en 1996, sur les implants mammaires au gel de silicone, était complétée et que celle-ci devait être publiée dans un journal médical en novembre.

Le Comité avait demandé pour cette étude le 21 novembre dernier et après cinq mois n’a rien reçu.

Il est proposé que le Comité permanent de la santé demande une nouvelle fois d’obtenir une copie de cette étude et du journal médical dans lequel l’étude devait être publiée, d’ici 15 jours.

Après débat, la motion est mise aux voix et adoptée.

Nicole Demers propose, — Que le Comité permanent de la Santé demande que Santé Canada et l’ancien président du Groupe consultatif scientifique, le docteur Georges Wells, comparaissent devant le Comité permanent de la santé, pour une mise à jour du dossier des implants mammaires au gel de silicone; et que suite à la nouvelle étude intitulée " Decisions in the Dark ", publiée par le National Research Center for Women and Families, et à l’enquête criminelle dont fait face Mentor; que le Comité permanent de la santé fasse aussi comparaître devant le Comité Mme Diana Zuckerman, présidente du National Research Center for Women and Families, afin que celle-ci puisse nous faire une mise à jour des évènements aux États-Unis au sujet de Mentor et Inamed.

Après débat, la motion est mise aux voix et adoptée.
