Following here is important information from Diana Zuckerman regarding the health insurance question. Diana helps to explain the impact of the "silicone breast implant" question turning up on health insurance applications. . .

If she has not been ill, the problem may be her age rather than her implants (or the combination). In insurance applications, breast implants are counted as a negative, but by themselves are not usually enough to disqualify a woman from coverage. What has she had for insurance until now?

Has she had her implants removed or are they still in her body? If the latter, she should consider getting them removed BEFORE she is seriously ill.

Has she tried Aetna, Cigna, or Kaiser Permanente? Has she checked to see if California or Oregon offers some kind of state health coverage for widows?

If all else fails, she might be eligible for Medicare soon. Although it is always better to wait til 65 for Social Security, it might be possible to get Medicare before she is 65. Here's the info about Medicare for people living in California:
